Our promotional assessment services are designed to help agencies evaluate candidates beyond test scores alone. We focus on the real-world leadership, judgment, communication, decision-making, and supervisory skills required for today’s law enforcement environment.
Our team can assist agencies with developing and facilitating customized promotional processes for positions such as corporal, sergeant, lieutenant, and other leadership roles. Assessments may include written exercises, oral boards, scenario-based evaluations, leadership simulations, in-basket exercises, and structured interview questions.
Our goal is to provide agencies with a credible, defensible, and practical assessment process that helps identify candidates who are prepared to lead, communicate effectively, make sound decisions, and represent the values of the organization.

Wayne South retired as a Lieutenant from the Gainesville (FL) Police department in 2018. Upon his retirement he was the Training and Education Division Commander with the responsibility of training for the department. Wayne South retired as a Lieutenant from the Gainesville (FL) Police department in 2018. Upon his retirement he was the Training and Education Division Commander with the responsibility of training for the department. Wayne has held many formal leadership roles including Deputy District Commander, Patrol Commander, Shift Commander, and Field training officer Supervisor. Wayne also served as a background investigator and polygraph examiner.
Wayne holds a Master of Business Administration degree as well as a Master of Arts in Criminal Justice.

Rob Fanelli retired from the Gainesville Police Department as a Captain in 2023. In 2024, he started a new career close to family in Colorado. He is currently assigned to a violent crimes investigation unit. Before retiring, he served as an Operations Commander. Before his promotion to Captain, he was the Criminal Investigations Division
Rob Fanelli retired from the Gainesville Police Department as a Captain in 2023. In 2024, he started a new career close to family in Colorado. He is currently assigned to a violent crimes investigation unit. Before retiring, he served as an Operations Commander. Before his promotion to Captain, he was the Criminal Investigations Division Commander. He has experience in policy writing and compliance, investigations, street crime units, and administration. His goal is to improve the profession of Law Enforcement by challenging thoughts and misconceptions, sharing ideas, encouraging communication across agencies and disciplines, and passing knowledge on to a new generation of law enforcement officers.
Captain Fanelli has a BA from the University of Florida in Criminology. He went on to receive a MBA from Saint Leo University and completed his dissertation on Effective Police Organizational Structure. In addition to consulting work, he also instructs on various topics such as Report Writing and Investigations and Field Training. He has served as an adjunct professor for Santa Fe Community College Institute of Public Safety and is the Founder and first President of the Southeastern Field Training Officer Association. He is currently enrolled at Johns Hopkins University pursuing an MPH.

Captain Michael Schentrup retired in 2021 as a Bureau Commander for the Gainesville (FL) Police Department, where he had worked for almost 25 years. The majority of his career was spent in investigative units, including major case detective, gang and burglary unit sergeant, and ultimately the division commander for detectives. He has a bachelor’s degree from the University of Florida in Sociology, with an emphasis on Criminal Justice. He attended both the Police Executive Research Forum’s Senior Management Institute for Police and International Association of Chiefs of Police’s, Leadership in Police Organizations course.
